We only count 80% of your vehicle's max tow rating as safe, not the full number. That margin covers braking distance, wind, hills, and the fact that most tow ratings are measured under ideal conditions.
Any trailer with a GVWR of 3,000 lb or more needs a brake controller in your tow vehicle. Below that, most states don't require one — but check local law.
